Advanced Practice Registered Nurses
SB 654

SB 654 is intended to address the shortage of primary care providers in Texas, especially for Medicaid patients, by increasing access to medical care through non-physician providers. SB 654 requires rules to be adopted by the executive commissioner pursuant to amendments to the Texas Insurance Code and the commission pursuant to amendments to the Texas Human Resources Code to require certain State managed care organizations or other entities to ensure that advanced practice registered nurses are available as primary care providers in such organization’s or entity’s provider network. An advanced practice registered nurse may be included as a primary care provider in a managed care organization’s provider network regardless of whether the physician supervising an advanced practice registered nurse is in the provider network.

Governor Abbott signed SB 654 into law on May 29, 2017 to be effective September 1, 2017.
