Today, Texas Governor Greg Abbott issued Executive Order GA-23, which outlines Phase II of the expanded opening of Texas in response to the COVID-19 disaster. Under Phase II, the below services may open on the dates specified. Minimum standard health protocols have been established for the newly-announced opened services, and all sporting and camp activities must follow special safety standards.
- May 18th – Child care centers, massage and personal-care centers, and youth clubs;
- May 22nd – Rodeo and equestrian events, bowling alleys, bingo halls, simulcast racing, skating rinks, bars at 25% occupancy, aquariums and natural caverns;
- May 29th – Zoos; and
- May 31st – Day youth camps, overnight youth camps, youth sports, and certain professional sports without in-person spectators.
Additionally, businesses located in office buildings may open if they limit their occupancy to 10 employees or 25% of their workforce, whichever is greater. Further, restaurants may expand their occupancy to 50% beginning May 22nd. However, the occupancy limits for bars and restaurants do not apply to outdoor areas that maintain safe distancing among parties. Executive Order GA-19, relating to hospital capacity, which allows healthcare professionals to continue to practice if they comply with emergency rules issued by their respective licensing agencies, remains in effect.
